President Obama announced that the U.S. will lay out “a new course in our relations with Cuba.” For U.S. and Cuba, this is good news! Cuba’s proximity to the U.S. and Florida specifically, represents untapped trade development possibilities. For many decades, the world and some of our closest allies have openly traded with Cuba with U.S. trade policy, feeling more like being in the movie Back to the Future! For additional information, refer to White House press release. Charting a New Course on Cuba. The changes proposed to U.S. trade policy with Cuba will be progressively implemented via amendments to regulations of the Departments of the Treasury and Commerce. Changes for very specific sectors are being proposed. First – travel, financial services, telecom/communications, and companies that make and sell building materials and agricultural equipment. In addition, current Sanctions in place will be eased for those engaged in trade and commerce. Does this mean that your favorite Cuban cigar, Hoyo de Monterrey Epicure Especial will be readily available for U.S. consumers? No, not just yet. The specific details of how the range of trade regulations and lifting of individual travel restrictions will occur are not in place yet, however they should be in the coming months. The changes proposes will also not mean that Sanctions imposed by the Cuban Assets Control Regulations issued in 1963 will end. Is your company involved in exporting goods from the United States? If so, your company is required to comply with export reporting regulations which if ignored, can attract substantial fines and other penalties. For goods exported and valued at more than $2,500 shipped anywhere other than Canada, Foreign Trade Regulations (FTR) require that you file your export information electronically through the Automated Export System (AES).

Electronic Export Information (EEI) is the export data as filed in the Automated Export System (AES). This is the electronic equivalent of the export information formerly filed on the Shipper’s Export Declaration. Penalties may be imposed per violation of the FTR from $1,100 per day to $10,000 for the delayed filing, failure to file, false filing of export information, and/or using the AES to further any illegal activity. For many exporting businesses, common errors are: non-filing or late filing of the EEI, incorrectly reporting the export and commodity values, USPPI, consignee, end-user and commodity descriptions. Hillsborough Community College to Provide Trade and Logistics Training

TAMPA, FL– A consortium led by Hillsborough Community College’s Institute for Corporate and Continuing Education (ICCE), Workforce Florida and Cross Border Partners Advisory Services is being formed to provide training opportunities for local businesses looking to enter, increase or expand into international trade.

The consortium, in conjunction with Workforce Florida, has positioned itself to assist Tampa Bay and Florida businesses in establishing and expanding into new global markets as well as to strengthen Florida’s position as a hub for worldwide trade. The consortium will provide access to training grants for qualified businesses in trade and logistics training to help increase economic growth in this region.

TAMPA, FL– Cross Border Partners Advisory Services and the Corporate College at HCC (ICCE) have partnered with Workforce Florida to provide funding to train employees in areas of logistics and international trade that will increase participating companies’ export volume and create new jobs.

Most companies in Florida that are involved in the manufacture, distribution or supply chain of goods or services being exported internationally are eligible to participate in this new program. Applicant companies must: (i) be a for-profit organization that has been in business for at least a year, and (ii) be either (a) currently exporting or plan to export goods or services internationally, or (b) in the supply chain for goods or services that are exported.

Companies will have access to customized training programs to help them begin or expand business in international markets. Most of the cost is covered by program funding.
